I bought early 2019 a 600w psu thinking that i would get a 2070 and a ryzen 3xxx cpu for my new build. But i found out that i am able to buy a 2080 for my build.I just bought this psu and i l'm not going to buy another one for the 2080 so if it won't work i'm getting the 2070 .Keep in mind that i want to watercool with a 25 w d5 pump .

Nvidia recommends 650w for the 2080, 550w for the 2070, but the amount needed is exaggerated a little, for the user's sake. It's possible to get away with a little less, but it's not recommended to do so.
More importantly, what kind of psu is this?

Good choice!
Now, as for the gpu, you COULD run the 2080 with that, but doing so doesn't give you any headroom for possible future upgrades/addons, etc.
Overclocking would also go out the window if you have any interest in that.
I'd suggest getting the 2070, since you intend to keep that psu.

On another note: might I even suggest considering getting a 2060? I saw the Hardware Unboxed review of it, and it puts the 2070 to shame... at least as far as price to performance goes. Nvidia shot themselves in the foot with that one.
