60hz 2ms Monitor or 75hz 5ms Monitor?

Im looking to buy a monitor for gaming, and I found thie monitor (https://www.amazon.com/gp/product/B0043T7FHK/ref=ox_sc_act_title_1?smid=ATVPDKIKX0DER&psc=1) for 130 on amazon. I will mainly be playing games like overwatch, but I do play Overwatch competitively, and I stream the game as well, so I am looking for maximum frames and minimal responce lag, so which monitor do you reccomend? A 60mhz 24inch monitor with a 2ms responce time? Or a 75hz 21.5inch monitor with a 5ms responce time.

Assuming equal screen clarity/image quality, I personally prefer monitors with a larger screen, and am perfectly content with 60fps, so I'd lean toward the 24" screen.
