60hz or 120/144hz monitor for gaming?

I know that there are different refresh rates for monitors and apparently the higher the refresh rate the smoother the game would look. I need to know which monitor I should get based on the fps I will be getting. So, let’s say I play csgo no problem at like 120+ fps, on a 60hz monitor I would only be able to see the game as 60 fps even though I am getting 120 because I am limited to the monitors refresh rate, right? Let’s say that I got 60 fps in another game though, but I was playing on a 120hz monitor, would the game look choppy because I am not playing it at the full 120fps or would it still look smooth because I am getting 60 fps? Also, is it really noticeable between 60hz and 120hz? Should I just get the 60hz monitor so that everything will look 60fps smooth, or get a 120hz monitor even though I could get 60 fps in some games (will it look choppy?) Thanks
