[SOLVED] 60hz refresh rate causes monitor screen flickering

I have an very old pc running with pentium e5400 processor and the monitor model is dell 1916hv which recommends 1366*768 resolution at 60hz.

The problem occurs when I set the recommend setting,the monitor screen starts flickering but when I set 1280*768 at 75hz the screen is fixed and not flickering.

Is it a processor compatibility issue?

By the way, the monitor is connected with the pc with vga cable...

No it's not a problem with the processor,it could be a problem with the drivers or maybe your version of windows isn't the one the monitor was designed for,or maybe the monitor got that old that the component that regulates the Hz doesn't work at 60hz anymore and need more,anyway if it works fine at 75Hz then just use it that way.
