64 bit PC/Laptops do not run DOS programs in Dbase & Foxbase with compiled by Clipper 87 & TLINK

I used to develop programs in Dbase & Foxbase and compile by Clipper 87 & TLINK in DOS. But now with 64 bit PC/Laptops, it does not allow running old 32 bit DOS applications.

That is correct. You need to use an emulator such as DOSBox.
