64bit upgrade failure

When I try to upgrade my windows 8.1 32bit to 64bit it tells me to restart my computer normal then retry the installation. More info: I have a 64bit based processor, and I'm using a disk to upgrade. Another problem is I have 16gb of ram installed and it tells me only 2.21gb is usable, I've tried other methods to fix my ram problem but none work.
 
Solution
You can't upgrade a 32-bit os to 64-bit. to go 64-bit you need to do a clean install of the 64-bit version. Backup your data, boot to the 64-bit os install media and reinstall.
