I have 64GB of Corsair Vengeance LPX (2 sticks 32GB - 4x8gb)(CMK32GX4M4A2666C15) memory installed into my Asus z170 Pro gaming motherboard but it only shows 16GB in BIOS & Windows 10 Home 64-Bit Version. Any ideas?

That combination is not guaranteed by Corsair to be compatible together. Since you can make any combinations you want, your free to do your own testing to see how they work together with no guarantees.

Is 64GB unobtainable or does overclocking need to occur to reach that amount? Thanks. Not an expert by any means on this

The part number you posted is a 32Gb kit(4 8Gb dimms) not 64Gb. Do you mean you have tried 2 kits with the same results? For 64Gb on that board you'd need 4 16Gb dimms.
