So right now I have a 64 GB Samsung SSD running Windows 10 with about another 11 TB of HDDs for misc. storage.

I've been running my games off of one of the HDDs but I recently got a 240GB PNY SSD to store my games. Should I clone my os from the samsung onto the pny? Would it be better/the same to let the samsung keep running windows, and just add the pny as another drive for games?

I do still have like 20GB free on the 64gb ssd.

Depends how good you've been on keeping things off the OS drive. If I don't pay attention temp files and some install settings directories accidentally end up on my OS partition. If that is the case then clone it over and expand partition, if not then just create a new gaming partition.

The only reason I moved off my 120 to a 512 ssd is because my 120 was getting old and reliability was questionable as it was an earlier gen SSD(and the newer one was faster)

EDIT
I also prefer reformatting my windows regularly to keep it clean. I install/uninstall things too quickly to keep everything nice and clean on my OS partition for more than 6 months or so, which is when I reformat with a fresh install(which is why I segregate data, makes it...
