I have a godl rated 650w psu with 2 rails of 35a each

While the 520w has 1 rail and can deliever 40a
I want to maximuze utilization as i have both a
Rx 590 8gb, and a 970gtx mini, i want the stronger and more capable to be used with the 590 and the "weaker" with the 970, i sinply dont get if the gpu has only 1 connection, will the 650 gold which suppose to be the superior is actually inferior as i cant use both rails,
Im sure on a 1080ti for example the 650 is spot on as it have 2 insertions of 8-pin.

Solution
use the gold rated for the RX590 and the other one for the 970. Either way, it´s not relevant to power these cards.

RX590 -> ~220Watt
12Vx35A = 420Watt
12Vx40A = 480Watt
