650W Power Supply for a build

I will make a this build https://goo.gl/WVdkmC with a msi z97 aniiversaty MOBO, intel i7 4790 and saphire r9 390 nitro.
I know that the power supply that I have choosen its really really bad, so I went on searching for a power supply that wasnt alot more expensive but that offered me a better quality.
PS: I intend to do some overclocking to my GPU, not a big thing, just a slightly over clock.
In my search I have found this two powe supplies both 650W the psu recommender for that GPU, and the ones I have selected are ox Hummer 650W 80+ Bronze Modular (https://goo.gl/UYqeh9) and the Corsair VS650 650W VS Series 80PLUS (http://goo.gl/3IXZqt).
I need to know wich one is the best and if they are any good.
 
But are they that bad. Or is ir just a precaution?
In some review they say that they are not thay bad, I know I should get the best but I rlt have to stay under the 1000€ mark and I have to try to save as much as I can
I I choose the hummer, would it be that really bad?
Consider that these are the only 2 options right now, is that bad or It could server my purposes?
Or I could get away with a 500W power supply wich was better? The max reported tdp for oc saphire I think is around 300w. What do you think?
And I know its not on this thread but do I rly nees the msi z97 anniversary edition mobo? Or.i could get a cheaper h97 so I could ugrade to a better psu?
 
I didn't say bad, I said low performance. A 450kW motor may be a bi-turbo V12 diesel for a race or sports car (Maybach), that's high performance, or it may be a turbo straight 6 diesel for a tractor or generator, that is low-performance.

Gaming systems have sudden and varying power demands and sometimes need more power than the PSU can supply from the wall, for a very short period. This extra energy is stored in the capacitors of the PSU. high-performance capacitors can handle this constantly changing load for a long time, low performance capacitors are for a constant load and fail much faster when used in a gaming system. (All capacitors fail eventually) Like chips, every PSU is different, because of the difference in their components.

I don't know enough about the Hummer. I'm assuming that it is a standard 650W Channel Well PSU, so I would not recommend it for a gaming system. (I do not know of any Bronze Channel Well PSU suitable for a gaming system sold by any vendor) I would not recommend the Corsair VS for your purpose either..

To get the best efficiency from your PSU, I would want to keep it at no more than 70% of full power. for a 500W PSU, that would be a 350W system. your overclocked system will be closer to 420W. A Seasonic 520W PSU might just do, but I would prefer one of their 620W PSUs.

Since your CPU is locked, (non-K) you could use a H97 motherboard. Why the locked i7, there may be cheaper options nearly as good (Xeon 1231v3 that I use for one)?
