I want to know if a 650W PSU is enough for the MSI R9 390. Also, I would like to know if I can still overclock the R9 390 if my I5 4690k is already overclocked.
PC Specs:

My I5 4690k is overclocked @ 4.5ghz at 1.250V

Thank you!

That's a tough one. There are endless debates on that topic. I previously owned a MSI GTX 970 4G Gaming card, and loved it. I've never owned a R9 390, so I have no direct experience to make a comparison. I went straight from the 970 to a 980 Ti (reference cooler). Right now Nvidia is where I'm investing my GPU money, so I'd personally go for the 970. But if AMD raises the bar in the future, then I'll happily give them my money. I always go with whoever has the best product and driver support.
Two things: (1) 650 watts just barely meets the system recommendation with that card. Do you ever plan to upgrade to a higher TDP video card, or may want to cross fire another 390? If you would cross fire, then you'll need to go to 1,000 watts. and (2) EVGA is generally a good brand, but the model you chose is tier 3, while ideally you'd want a tier 1 or 2. If you simply switch to a EVGA GS (or G2) model, you'll get a higher quality PSU for the same price.

No, I do not want to cross fire another 390. So do you think I should still get the 390 or go with a different GPU such as the (GTX 970). Thank you for your help.

Was the GTX 970 enough for playing high end games at 1080p? I will probably go for the 970 then because I don't think I will have enough power to get the 390. Also, do you think I can overclock my cpu at 4.5ghz @ 1.250V and still overclock the gtx 970 or no?

For 1080p @ 60Hz, I think the GTX 970 is a very good value. Why do you think that you wouldn't be able to overclock a GTX 970 with your i5 4690K at 4.5 GHz? You think a overclocked CPU + GPU is too much for your current power supply? 650 watts is more than enough to accomplish both. I think your i5 is a great processor by the way.
