Yes it will however just beware the Corsair CX and VS series have a lot of issues, moreso the CX than VS. So while it will work, if you begin to notice stability issues or crashes its likely your PSU, not because of the wattage, but the brand/model.
As per above its not bad, but then talk about capacitors has them worried about its longetivity. EVGA, Seasonic, and XFX all have PSU's without this issue. If you can find yourself an EVGA GS, G2, or B2 unit, or an XFX TS or XTR those would be better ways to go.
Yeah I do and I have stability issues with my r9 290. bearing in mind that the psu was bought a few days ago new. When I down clock the GPU it works fine.
Even though it certainly isn't the best PSU, it provides up to 600W on the 12V rail. If I understand correctly, the overclocked GPU works fine when not overclocked. The PSU is new, but what about the GPU? If not new, what was the previous PSU and did you have the same issue?

A GPU becomes unstable because of too much heat, or lack of voltage. Now we know heat isn't the problem, so if a factory overclocked card is having voltage issues either the PSU doesn't put out enough voltage, or its not of the best quality. That PSU is rated for enough, so that leaves us with the last conclusion. The PSU is low quality and having issues.
Replace it, with the Coolermaster, it should solve your problems.

Because it works fine when you down-clock it; that doesn't significantly change the power requirements, but it runs cooler. In the end it's up to you to decide if you RMA the GPU or buy a different PSU. If you buy a new PSU and you still have the issue, then you'll know for sure it's the GPU. Do you have issues when stress testing the GPU?
You can increase the voltage on the GPU, but not on the PSU. The GPU should work as released by the manufacturer; the OP shouldn't have to down-clock it or increase voltage. If the PSU didn't provide 12.0 volts ± 5%, then other issues would also occur. The OP will have to determine if the PSU or the GPU is defective, but I still bet on the GPU.
