CPU - 55W (i3 3240)

GPU - 65W (GTX650-E)

Motherboard - 20W (typical low-end mobo power consumption?) Dell XFWHV

Optical Drive - 5W (I never use it)

Case Fan*- 5W? (80mm fan)

RAM - 2W (6GB DDR3)

HDD - 10W (3.5" 500GB 54K RPM)

Other peripherals - 8W? (not really)

TOTAL - 170W out of 220W PSU

What do you guys think?

Solution
It should work, but I wouldn't push it any farther than that.
Let's assume that the PSU is 80+. You get 80% efficiency out of 220W, leaving you with 176W, just barely giving you what you need.
That being said, I think you will be fine.
