I just got an MSi GTX 660 TWIN Forzr III, its advertised clocl speed is 1098Mhz but when im playing games and MSI afterburner is active(On default settings) it registers the clock speed at 1163.

Is this a feature of the card, that it will clock up to what it deems safe? or is my card faulty?

Solution
GPU boost is in all the latest GPUs Radeon 7000 series as well as GTX 600/700 series. That includes your GPU.

GPU boost dynamically adjust clock speeds depending on different factors, such as temperature and power.

When your GPU goes above the enabled clock speed, then it is because your GPU doesn't suffer from too hot temperatures and it neither needs more power.

It is perfectly normal.
