Looking to upgrade my GPU and obviously with the current shortage and prices it's proving difficult. Ideally a 3060 Ti would suit but finding one in budget is nigh on impossible. My options are looking second hand for a 1080 Ti for around £400 or the 6600 XT are coming in at £400-500.

One issue I can see with going for the 6600 XT is that it is only PCIE x 8 and I am on PCIE 3. How much of an effect would it have on PCIE 3 running at only x 8 ? I do have a new monitor coming which is 1440p 144Hz IPS

My setup is:
Currently 1660 Super GPU
Asus b450 ROG Strix Gaming 2
Ryzen 5 3600
DDR4 3600
M.2 nvme Boot and Storage/Game drives

Good article shared by @Fix_that_Glitch.
It's the best price/performance value proposition out there at the moment, and I'm guessing for a while yet.
If I were able to wait, but I was not able to, I'd have held out for the RTX3060 Ti, but hey is it ever going to be widely available at MSRP... pretty sure that's a no.
I've got no regrets getting the RX 6600 XT. I grabbed it at launch. Cost AU$629, less a discount I managed to secure from a buy now pay later provider.
