Question 6600xt Graphics card utilization at 0-1%

Either my pc sitting running nothing at all or even running a game my 6600xt will sit at about 0-1% utilization. Sometimes it will randomly jump anywhere from 5-15% but 90% of the time it stays at 0-1%. When I run the AMD stress test using Radeon software though it will ramp up and ace the stress test no problem like nothing is wrong at all. Literally the day before my graphics card was running just fine and now it’s suddenly not wanting to be used at all by my pc. I’ve installed new drivers since the card stopped working and that didn’t fix it. The card seems to be perfectly fine from the results of the stress test. Not overheating, drawing plenty of power, and fans running just fine. It is bottlenecked by my ryzen 5 processor but in the past it ran just fine and wasn’t so much of a bottleneck to make it run at 0-1%. Any thoughts or help with this would be greatly appreciated and thank you in advance.

full system spec? include brand and model of the psu
new upgrade? ddu the old gpu driver?
Ryzen 5 2600 cpu
32gb 3200 Trident Z ram
B450 Tomahawk mobo
500gb wdb m.2 ssd, 2 tb seagate ssd
Corsair 550w psu
Sapphire 6600xt gpu

this is a new graphics card to the system and I did DDU before taking my old 1660ti out. I know the psu is just a bit underpowered for this graphics card. I plan on getting a 650w and upgrading to a ryzen 7 at a later date.
 
what are you using to look at usage? amd software or task manager?

RGD is onto something. If you are using task manager, you have to add the proper graph for GPU utilization. They aren't all the same.

On task Manager [Performance] tab, click on GPU and above each graph is a little down carrot with the description of the graph. Try jumping between graphs.

Also use the Radeon software to monitor it, or GPU-Z

I am using the Radeon software to monitor it and when I first noticed it was underperforming wasn’t when I looked at the Radeon software it was when I launched rocket league and immediately noticed the frames were much lower than usual. Running at about 30 fps instead of the usual 60-70. Also I used the Radeon software to also stress test the gpu which the gpu had no problem running normally during that.

It might be using your iGPU of the CPU. Not the first time I heard this happening. Do a DDU again in safemode and reinstall drivers.

Okay, when I get home from work I will try that. It never did this before with my 1660ti so I didn’t consider that. IF my pc starts using my gpu after I DDU again but then at a later date decides to use the igpu again what would you recommend then? Also if my pc still uses the igpu even after I DDU again what do you recommend then? Thank you for your time and assistance with this by the way I really do appreciate it. That goes for rgd1101 too.

Also uninstall the game in question and reinstall. Some games during the install process will only install files related to the hardware in question. If the game boots up and see's the hardware is no longer available, then it may go to the fallback layer (iGPU). Make sure all the game files are removed.

Just one thing to note is that said game ran just fine with the 6600xt and then randomly decided to not run well after I had played it many times with this new graphics card
 
The Ryzen 5 2600 does not have an iGPU so it is only the 6600xt that is giving display

Which PCIe slot is the GPU installed, the top on gives you best bandwith
I would uninstall the Radeon software and reinstall at default settings
Run a game and use HWinfo64 to see the max clock and memory speeds, utilization etc.
Also a 2600 will not "bottleneck" that GPU, they are pretty well matched actually.

What exactly is your Corsair PSU, green, white, grey label? The green ones are pretty poor and it could be the reason for your woes. PSU's can die quickly or slowly resulting in issues like you are having now.

Had a thought, are your bios and Chipset drivers upto-date on your Mobo, this could be a hardware/sortware conflict with PCIE lanes at running at gen 3 and new drivers, also is SAM (resizeable BAR) and DOCP profile enabled for the RAM?
I updated the bios for my mobo about a year ago. Also I don’t see how the graphics card could run just fine and then one day out of nowhere barely run at all because of gen 3 and either way the Radeon software has no problem making the graphics card run perfectly with the stress test despite anything that could be wrong with ram or the mobo.

A better question would be what changed from the shutdown prior? Game updates, steam updates, software updates, windows updates? We're there any settings changed, software added or anything else done to the pc prior to the drop in fps?

No changes at all, no updates for any software on the pc at all. No settings had been messed with at all.

Okay well thank you and sorry to everyone who tried to help me out. I was so concerned with the fear of my graphics card just not working that I didn’t realize that rocket league somehow capped itself at 30fps. I am currently doing the worlds biggest facepalm. Again thank you to everyone who commented on this post to help me out and I hope if somebody else has the same problem as me they can use all the info and recommendations in this post to help them solve their problem. Once again a big thank you to everyone for taking time out of your day and helping me and giving me some ideas on how to fix my issue.
