670 Gtx lag

Every so often in Watch_Dogs.....my game gets intermittent lag spikes. Most the time i run at around 50-60 fps...but during times the game just shoots down to 4-8 for 10 seconds and then goes away. It can happen at almost any time. I cant figure out what is causing this.

This happens in other games aswell, if im on skype and playing wow and i open a video my wow goes down to around the same FPS. Or even wildstar when i stream it.

My specs are:
16GB ram
AMD 8350 vishera 8X 4.0GHz
Msi 670 Gtx
64x Windows OS

Well, start of with checking your temperatures, clock speeds and so on. Your clock speeds might be unstable or your card is running too hot.
Also Watch dogs is horribly optimized and clearly feels like a console port.

The thing is, my temps are running only 60 celcius on my card....and only 60 celcius on my CPU. But what i noticed is when these spikes happen both my cpu and gpu temps actually go down...someone said something about bottlenecking?

And my gpu clock speed is 1188MHzn, and the memory on it is 3004 MHz. My Ram clock speed is i think 2195 MHz....and the frequency is 665Mhz
