Question 6700 XT low fps/low power draw/low clockspeed

Hi,
I have been having issues with my 6700 XT since I upgraded from a 1070 today. I DDU'd the old drivers and put the card in. I'm on Windows 11 so I downloaded those drivers and tested a few games. They all have very low FPS (50 on CS:GO 1440p max and 15 on KC:D 1440p high) with stuttering. I have looked at GPU-Z while doing this and it stays consistently at 500Mhz plus or minus a few and never uses more than 40W but the card is 100% utilised.

With this, you've confirmed that the card is throttling, and most likely the power type. Take the card and auxiliary cables out, blow into the slot and ports, reinsert the card + cables and try again.

Also, please narrow down that psu, as the format you've provided isn't much to go on.
