Question 6700k bottleneck?

Hello, i have a 6700k and a gtx1080 and when im playing gta online i get around 60-70 frames on high settings on 1080p

I saw that my gpu load is only 60ish %

Does this mean my cpu is too weak?

It isn't that your CPU is weak, GTA uses more CPU resources than most games.
You could lower Population density, which affects CPU performance.

Oke i try that but why doesnt my gpu load goes to 100%?
