6700k can run assassins creed odessy on ultra 1080p 60 fps with gtx 1080 ti ????????????????????
 
Based on these results below, where a 1080 gets about 55 fps at 1080/Ultra, I'd guess a 1080Ti would do better, so, probably, yes...
Do note that the video shows brief dips down to as little as 27 fps with the updated driver, and the framerate seemed fairly unstable throughout. While a 1080 Ti might "average" more than 60 fps on that system, I suspect it would still be dipping below 60fps much of the time.

As far as "ultra" settings are concerned, it might be worth manually adjusting them a bit for smoother performance. Hardware Unboxed found the volumetric cloud setting in particular to cut performance by a lot when set to "very high" or "ultra high", while not actually doing a whole lot for visuals. They recommend turning that particular setting down to "high" for improved performance at near-ultra settings. You can skip to 12:10 in their optimization video for the part about the clouds, and a summary of their recommended settings can be found at about 15:15...

Ultra is BS. Most of the time it's difficult to see the difference between ultra and high (or very high) even on screenshots, let alone animated motion, and ultra typically incurs a significant performance hit because it basically disables all adaptive rendering.
