6700k voltage monitoring questions

I have my voltage set to 1.325v in BIOS. Under stress testing with XTU, Hwmonitor shows my vcore all over the place - 1.298, 1.271, 1.351, etc. Cpu-z only goes between 1.312-1.328, which is fine. I understand there are error margins and such.

I just want to make sure the vcore changes I'm changing are in fact sticking and working. I don't want to set a 1.3v just to have it 1.4v whenever it feels like it.

Running 6700k, z170a mobo, h100i v2 cooler @ 4.6ghz.

My goal is to undervolt as much as I can. So are these softwares not reporting right and should I trust bios? And what are normal 4.6ghz voltages?

Edit: I should also add that hwmonitor, under load, generally reports consistent numbers but usually 50mv lower than what I have it set in bios.

That's quite normal, but if you want to undervolt as much as possible, you could go to the bios and set the voltage offset to "-" and offset it as much as you want. Maybe like 1.3? Since like the offset feature allows your CPU to automatically undervolt itself when it can.
