6790 issue in bus interface.. kinda confused

i have a card 6790 that is PCI Express 2.1 x16 bus interface but whenever i run gpu-z my bus interface shows pci.e 1.1x16@x16 1.1, does this affect the performance of my card?.. i mean does my mobo limiting the performance of my card.

mobo : gigabyte m68m-s2p
cpu: amd atlon 2 x3 435 ~2.9ghz
ram: 2gb

It's probably the card downclocking when it's idle.
Run GPU-Z, click on the little '?' beside the PCI-E information and run the render test, you should see the PCI-E version change to normal.
