680 gtx problem

My 680 GTX doesn't appear to be using much more than 80% of its power I am not entirely sure if it effecting my performance or not is there anyway to make it use 100%?

Do you have your frame rates capped? Also do you mean that it always caps at exactly 80%? Use a different meter to test, maybe it is off.
