Which of these cards is going to be the faster? I am thinking of upgrading
in the near future.

Also, will either of these run on my 420Watt power supply, or will I need to
spend even more money on a new one?

The 6800 Ultra requires a MINIMUM 480 Watt high quality power supply unit.

Yes, if you have a P4 3,4 ee, 3 gb ram, and 4 harddrives...
A good 350 will do.

and the X800 consumes less power than the 9800XT so it will work fine on
your current PS.
