Yes, an OC'd 690 is about the same as a stock 1060. I used to have 2x 680s in SLI and that setup was about 10% or so slower then a 1060. BUT I can say that I would rather have the single card that uses less power, is newer and still receives Driver updates, produces WAY less heat, and can also be OC'd to. While all of the older GPUs still receive driver updates the older cards, like the 690, dont actually get any optimizations in the new drivers. The 1050ti does. I am also going to assume that the 690 is used while the 1050ti is new. The new card should have a warranty while the used probably wont. The last thing I will say is that the 1050ti will have a 4GB frame buffer. The 690 will only have a 2GB frame buffer. The 690 box does say it has 4GB of RAM, BUT what it means is that it has 2GB per 680. And as I said before, the 690 is 2x680s on the same card. So if you fill your frame buffer your FPS will tank.
