Question 6900 XT: Low GPU usage and low FPS ?

Amd Asus 6900xt LC
R9 5900x
32gb Ram GDDR4 3200mhz
Samsung 980 pro
Asus ROG B550F

So i have just built this pc and performance dosnt seem to be what it should be.
All of the drivers are up to date
In GTA V i Seem to only get 50-80fps GPU usage siting around 70% with drops down to 30%
in BF5 i get around 40-70fps
CS:GO and Valorant sit around 170-250fps
Gpu Is not Exceeding 60 degrees and CPU sits around 60-70 Degrees
From what ive seen online I should be getting alot more FPS

No not yet
its quite an odd situation tho
certain games work great and some like the ones listed in my post are not so great. Cyberpunk 2077 max settings with ray tracing and no ffx i sit around 60fps, halo infinite max settings 100fps however halo seems a bit weird since ill lower settings and gain no real fps, ultra 100fps then i disable many settings and turn many to low for only an additional 10-20 fps
