6GB Ram (3.98) usable

I have 2 4gb ram sticks. I have had this problem for awhile now. I have been looking through forums trying to find the answer I have tried almost everything I could think of. I have tried the msconfig<boot< uncheck max memory. I have tried putting them into different slots. I have tried going through the bios and reducing the speed of the memory to 1333. My last option is to buy a couple more sticks to see if that solves the problem but before I spend the money, I would like to see if I could fix the problem before buying more expensive sticks. And yes I have 64 bit.

Computer specs - GPU- Geforce GTX 750 Ti
GPU - AMD FX(tm)-4100 Quad-Core Processor
Memory - 6.00 GB Ram (3.98 GB usable), but I have 8gb ram.
Operating system - Microsoft Windows 8 Pro. 64 bit
Motherboard-78LMT-USB3 Gigabyte

Clear CMOS.

Try ONE DIMM at a time, this will help determine if one of the DIMM's is faulty.
