7.96 GB out of 12 GB usable?

I just built my PC and decided just to check how much ram was installed actually. I went to computer properties it says 12 GB (7.96 GB usable). Why??

Are you using 4GB for integrated graphics?

My graphics card is separate from the motherboard and CPU. It is a Gigabyte R9 270X OC 2GB. I don't know how to check that or even how to change it please give a more full explanation of what I should do this is my first build.

EDIT:
I just goggled how to check it:
"Click on Start and go to Run...
Type in "dxdiag" in that box and press Enter or click ok.
Then click on "Display" Tab
The "Display tab" will tell you
how much RAM is available on the video subsystem. "

I checked it says 5852 MB

AMD FX-6300. Windows 8 system downloading windows 8.1

Yes I built it all myself. And I just opened task manager went to performance > memory and it says Hardware reserved: 4.0 GB
