7 fans and only four controllers on the board (Newbie)

I'm building my first rig and have walked against a wall and don't understand the following. I have the Gigabyte z87-HD3 motherboard which contains four fan controllers. From what I understood from the web is that when a fan has four pins it's a PWM fan. Which I am not entirely sure what that means (I have googled it and still have no clue), but it seems to be a good thing to be a PWM fan.

So my problem is this, the motherboard has 4 sockets to accommodate four fans. However I have 7 fans.... How do I connect 7 fans whilst only having four sockets?

What I got from the web is that I can use a splitter which powers the fans with the PSU but would it then still"controls" them as a well (maintains the PWM status..?)? Or would it be better if I get a fan controller? What I got from the web is that the controllers are three pins so I need to control them myself (So they are not PWM's anymore...?)

Can someone please clarify this for me.

Considering I have 7 fans, would it be better to plug the CPU fan in one controller and share the two fans on the top of the case in one socket, two fans on the side of the case in another socket and the front and rear fan in the final socket thus filling in all sockets.
