Question 70 FPS Max on RTX 4070 1080p

PC build is about 8 years old and recently upgraded the GPU to an RTX 4070
PC Specs:
i5 6600k
16 RAM
1 TB SSD

I no longer use this PC so I gave it to my younger sister and she purchased the new card to play Fortnite on max settings. The game runs ok but the performance is about the same or worse as the previous card GTX 1080 ti, fps goes up to 80 on the new card and it makes no sense to run the game on low settings just to increase some frame rate on the latest tech.

Do I basically just need to do almost a full rebuild and replace the mother board, CPU, and RAM?

Even then it seems strange the game isn’t capable of running at a constant 120fps and above on the 1080ti low settings for just 1080p gaming.

Only GPU is new, the rest are not.

My best bet is that CPU is holding back, since when GPU outperforms CPU by a mile, it's CPU that defines what FPS you're getting, and that regardless the in-game graphical settings.

While i do have the same 6th gen Core i5, i don't play Fortnite (nor am i going to test it for you either), so, i can't tell for sure, if build is held back by CPU. But most likely, it is.
So, look towards new CPU-MoBo-RAM combo.
