First up, you need a CPU and MB change. Those parts were great three months ago, not so good today.

This is what the CPU needs. That's about as fast as it gets... not like Intel where the RAM speed is linked to the FSB.

*do i need an AVR? does my Powersupply acts as an AVR and can i directly plug my PC on the wall socket?

*does AMD overheat too fast compared to intel? btw. my PC is placed only in room temperature no aircondition.

AVR? If you mean surge suppressor a good one will help.

If you mean UPS (Uninterruptible Power Source) I would only advise getting one in an area where the supply is cut frequently or there are problems with the quality of the power.

Between a quality surge suppressor and a quality PSU most people are covered.

You will probably want to buy a couple extra fans for the front of your case before the weather gets really hot:
