$700 Gaming PC Build

This question has probably been asked and answered before but I was wondering if a $700 PC build could run the following games in at least 60 FPS: Minecraft (with shaders), CS:GO, and maybe Arma 3? I know Arma is pretty difficult to run on a steady 60 FPS with a $700 budget but I at least hope it could be run on a playable frame rate that's under 60 frames, thanks in advance!

you could run that way cheaper than 700 especially if you buy a used cpu, its possible to build a computer that can handle that for 350-400 there is no need for a Graphics card that good or 16 gb ram you would get away with something cheap like a geforce gt 740 ddr5 or radeon r7 250 with 8 gb ram and decent cpu
