I'm not an extreme gamer, but i'd like to play 1080p games with a decent frame rate.
I also use heavy programs (like GNS3 and VM VirtualBox). I also like to program (c++) very demanding computational programs (like physics simulation).
What would be a possible build right for me?

Thank you for your attention.

The Xeon is an iGPU-less i7 with quad cores and hyperthreading, and the GPU was the best I could find for your remaining budget.

It's a possible configuration, but the case is very cheap for budgetary purposes (OTOH the PSU is very good)
