720P? max Settings?

i have seen on YouTube poeple play with a weaker CPU and same Graphics But on 720 max settings and having Weakers cpus as like i3 2220 can i play same gamess at max on 720p? Like Gta V and Cod WWII and black ops 3 could i do the same on 720 Resolution?

the guy i watched has I3-3220 + 10GB RAM + GT 1030 and i have i5 and 16 gb ram and he can pretty much run everything at 768 or 1080p at max settings
