750ti new or 650 ti boost edition used

i am going to buy a new gpu
i am considering zotac gtx 750 ti 2gb
its price here in india is about 10000rs=152$
But i happened to see a used zotac gtx 650 ti boost edition for about 7500rs=111$
i looked at the GPU boss and i can see the 650ti boost has higher numbers but when i watched gameplay comparison ,there is not that much of an fps difference max ~3 more for the 650 ti boost https://www.youtube.com/watch?v=_qRzeUqtM-A
I was wondering should i go for the 750ti given that it is new and consumes less power and i have a 450 w psu
OR should i go for the 650ti boost given that there is small fps gain and the price is lower than its real price?
Help me out guys

and i should ask , my cpu and ram are shit tier along with my current gpu which is the most powerful gpu in the world 9500gt which i am trying to replace.

cpu- core 2 duo
ram- 4gb

will the 750ti be bottlenecked by these 2 components.? And keep in mind that i mostly play mmos like Dota 2 and trying to play cs go with the new card i m going to buy.. How will this card perform for pc games <year 2016 (excluding games like witcher 3 ,fallout 4 etc which need shit ton of specs which a beginer like i dont need)

Edit: You need OC you CPU or better upgrade to C2 Quad and OC it to benefit from new GPUs + buy additional 4GB ram
