75hz IPS Freesync or 144hz TN non-Freesync?

Hey guys, was hoping to get any experienced person's opinion on this:
I'm thinking of building a new PC with either an RX 580 8GB or 4GB (most probably 8gb). My only last gripe is whether to get a 144hz Acer GN246HL monitor (TN panel, 1ms) or an Acer SB220Q monitor (IPS panel, 4ms). The SB220Q is about Rs.2000 cheaper (or $30). I am getting a Ryzen 5 1400 and the games I will play are CS:GO and Fortnite mainly.
 
This is the big problem, you really need to see the monitors in real life to decide.
IPS is nicer to see, but will you appreciate it?
If you want to be hard-core gaming, maybe the FPS is more important (don't know what GPU you are using) but 1080p @144 is good.
Myself, I got the TN, but I was tempted with the IPS.
Do some more research on websites that have reviewed both - that is the best recommendation.

I will be using the RX 580 8GB. I don't like to play games at low FPS or crappy settings, so what I'm torn between is whether to play games at 75Hz with max settings and Freesync or lower the settings and play at 144Hz with no Freesync. I play at 60FPS now and its alright, and I doubt 75Hz will be a huge difference.
