75hz IPS vs 144hz VA Panel

So I want to get a new Monitor.. I'm between getting a 75hz IPS panel or a 144hz VA panel.. Also I want to mention that the 144hz is 100euro more..

ips will have better image quality and a 178/178 viewing angle.
I like that best.

OTOH, if you are a fast twitch gamer, then the faster VA panel will be better assuming you have a graphics card capable of delivering a appropriately fast frame rate.

I have 1060 3gb.. Is that good enough?
