So it seems as if the GTX770 and down will be using the same chips as this gen with more cuda cores enable for slight improvement increase.

As you can see there the GTX670 has one SMX disabled, so in GTX770 it will be enable.
And how much better should 760 be? Sure its the same kind of silicon but they will increase preformance for sure (as in your 670-770 example(and as in AMDs 7750-7770, 7850-7870 and 7950-7970 if I still remember right)).
And after seeing this article what do you think about release? Do you think that it will be in June or early july?
