You shouldn't have to re-install anything if the boards are identical. Might have to re-activate Win depending on which one you have.

There's a bit of info that would have been good to know right off the bat. Power outages can be hazardous to delicate electronics if it was powered up (not necessarily running) when it happened. Is your system plugged into a good quality surge protector?

I suspect the same. Surge protectors are only helpful up to a point. Depending on what caused the outage, the result could have been something the surge protector wasn't able to handle. Then again, it may have had nothing to do with the outage.
That's an old board. Has the SATA III ports ever worked? Was the board bought new or used?
