770 CSGO low gpu usage and low fps HELP!!!!

I have recently ran into a issue were my csgo is running at about 90 fps if lucky and keep in mind this is a GTX 770 4GB iv'e tried things from installing old and new drivers on top of reinstalling CSGO and changing my power management to maximum performance on the nvidia control panel iv'e unparked and parked my cores on my cpu please i need some recommendations.

AMD 6300
8GB RAM
GTX 770 4GB

90 fps is plenty, csgo does not take much graphical power. if you want to fix any bottlenecks you may have, it would be your cpu that is bottlenecking you.
