Build Advice 7700k / 1370K Upgrade

Hi guys,
to make it short and sweet: I want to upgrade my 10 yr old i5 this year. I have 1k and want to spend it on CPU & Cooler, RAM and MB and save the rest for future GPU Upgrades, but saving money should not be the top priority. Priority should be stability and longevity in performance as well as good power tp performance ratio given plenty Performance reserves for the future.
Optionally updating the Case if no good mATX Boards are available.
I play a bit (Witcher 3 & CS GO, C&C Generals :D) and use it for browsing, SQL, Excel, PowerBI and sometimes Lightroom, After Effects, Illustrator & Photoshop as a Hobby. I run two Monitors, one is 60hz 4k, other 144hz QHD.
Questions:
  1. I am unsure if i should go for 7700k + DDR5 or 13700K DDR4/DDR5. I want it to last 7-10 Yrs. What would you guys prefer?
  2. Will my PSU be a limiting factor in case I want to switch to 3070 / 3060 TI in the next 1-2 Yrs? And should I therefore go for a lower power consumption option?
