7700k Clock Spiking?

Is it normal for a 7700k to be spiking like this? It's overclocked at 4.7 ghz with 1.235 volts, and the cache is currently overclocked to 4.3 ghz. I don't ever recall seeing it spike this badly... so it's just making me worry a little bit. Any help or feedback is much appreciated! :)

Solution
Rapid changes in clock speed are perfectly normal in Balanced mode, as CPU ramps up from 800-1200 MHz up to 2200-4500 MHz with multiple steps in between, depending on load, and back down to 800 when load is done...
Clearly, your 2.23V is inaccurate, presumably you mean 1.2xx - 1.31 or so....

The pic was not very informative to me, but merely showed a peak of 81C, which, would seem typical. I can hit 80C with Prime95 v 28.10/small FFTs at 4.5 GHz on all 4 cores with MCE on, so, I'm not finding much cause for concern....

SHow instead a pic of HWMonitor after a 10 min run of Prime95 v 26.6/ default blend.

Haha, sorry I meant 1.235 volts. I'll be sure to change that. I just want to know if it's normal for the clock frequency to be jumping like that when the computer is idle, as shown in the picture where you can clearly see the graph going from 800 MHz to 4700 MHz, and then back down to 800 MHz rather frequently. I'm not too worried about the temperatures, thus why I didn't ask about it. Thanks for the response though.
