7770 performance drops to idle during gaming!!!

I'm losing my mind honestly. My XFX 7770 will drop to idle performance when I'm gaming or watching movies. so instead of my core clock at 1095 mhz and my mem clock at 1245 mhz they will sit at core clock 300 mhz and mem clock at 145-150 mhz, the Pci-e will also drop from 3.0 to 2.0. the only thing I have found that will let me play a game for more that 15 minutes is to increase the voltage on the catalyst program but then it will idle again after 30-45 minutes.

CPU: FX-8350
MOBO: Crosshair V formula Z
RAM: 16G G.Skill Snip 1600MHZ
PSU:Thermaltake Tough Power 750

how is the temp? psu?

the temp stays at about 40-45C It has never gone over 55C

sorry, i missed that you already gave the info about the psu.
can you try to use some benchmarking, and see if it behaves the same. i was thinking its a temp issue, but it seems it is not

I have tried to benchmark and it usually does well, it does upon occasion stay at idle speeds when i'm benchmarking. not usually though. i use two different monitoring programs, switching between the two depending on circumstance, GPU-z and OCCT
