Both card are at similiar price range in India now. can u suggest me one of them? My budget stops at 13000, so please dont suggest 660 or 7850
7790 2GB OC = Rs12000
GTX 650ti boost 2GB= 13000

I intended to use for 1080P gaming at high settings of all games.

7950? what? The 650 Ti Boost performs close to the 7850 and the 7790 is a small step down from that in terms of performance

And he's purchasing from an Indian retailer, it's gonna be more expensive there than the US

What would you recommend for 1080P 3D gaming at high setting at playable FPS (25-30) ? and also can u sugget a card for ultra settings too?
 
Gaming at 3D essentially puts double the load on your GPU, but you should get playable results with the 650 Ti Boost at medium to high settings in most games (though you'll probably have a difficult time with demanding games), though it won't be performing too well for upcoming games at 1080p S3D

The 7790 (or the overclocked rebrand which is the 260x) should do well too, though these cards are designed for regular 2D gaming on high settings at 1080p

For close to Ultra settings you'd be looking towards a 760 or above (the 760 has great price/performance but is much more expensive outside the US)

The 760 is quite a bit more expensive, so with your strict budget of 13k INR the 650 Ti Boost is your best bet

If you're curious, at 14k there is the GTX 660

And at 15k there's the r9 270 (non "X") which is essentially a 7870 and is slightly quicker than the 660

That all depends and varies depending on the rest of your setup, if you have a decent CPU then you should be fine. Likewise, if you're still rocking a Core 2 Duo or something like that then you'd need a complete overhaul
