780 fans full no gpu heat . Crashed while gaming and no signal thereafter.

I was playing witcher 3 on 780. Fans were going fast but temps were ok. Screen shut down but sounds were ok. I turned off the pc and thereafter gpu gives no signal. When pc starts gpu fans go max speed so the fan regulator doesn't work I suppose. But when I touch the pcb it isn't hot at all. No artifacts happened before or anything so I don't think it needs a reflow fix or anything. I tried on another pc still the same. So psu cables or mobo is not the prob. I even changed fan system (in case of fans shorting somewhewre) same with new fans. What shall I check before throw it away. Thnx in advance,
