From G80 and R600 you will get more frames than the 7950GX2 and x1950XTX but that doesn't mean that the 7950GX2 and x1950XTX will not pay the game at high settings@res. below 1600x1200.
Not only you'll get more framerates, you'll get better looking graphics if you run it on Vista with DX10. That's a safe bet for high settings.

I don't expect 7900s, X1900s to run it a high settings regardless which DX it'll use.

The game will have less "image quality" in dx9 mode than in dx10 mode so there will be no problem with current high end cards. We will play it at high settings with playable frames. I know that graphics cards that will support the dx10 will deliver better "image quality".
