stop worrying!
no its not stuck at 66% it goes up with the temperature so if its 55c it will be 55% fan speed so if its 57c the fan speed is 57% i just thought it would be handling the temps alot better especially since im not running 1080p either my case is a guardian 921rb all fans in except the top one because i have a kuhler 920 cpu cooler in it.
and i just checked ccc and it wasnt using manual fan settings

The fan speed settings look weird to me. For instance if thar card runs at 100c will then only the fans will reach the full speed? MSI afterburner is known to cause troubles uninstall it and see if that helps.
What are the idle temperature?

Actually, lower res screens will cause you to have higher temperatures. The reason is you will get higher FPS and the higher FPS you get, the more heat you generate as a general rule. V-sync might reduce temps if you are getting higher than 60 FPS and you have a 60hz monitor.
