While gaming primarily Battlefield 1 the CPU temps would be 60-65C Ultra 1920x1080
but after an hour or two of playing it would spike up at 76-78C the fan is thenoctua nh-d14

Is this safe and if not how would i be able to fix it?

For prolonged stress, 76-78C on the 6700k is actually a pretty safe temperature, would start to get worried and figuring out a better cooling solution if the temp reaches 85C+.

I agree with the others that you're well into the safe range.

However, are you running an overclock here? Because that NH-D14 is a high end air cooler which should easily be able to keep a stock 6700K at well under 70 degrees... unless you're gaming in a desert.

If it's got a decent OC on it, that's probably okay. But if you're running stock it does suggest something isn't right. Insufficient case airflow? Did you carefully follow guides for the right amount and application of thermal paste? I'd normally ask about mounting it properly, but the Noctua mounting mechanism is the best and pretty hard to get wrong. Your heatsync fans are both pointing the right way are they (you have accidentally put one on backwards so they're pushing air into each other)?

It's way too high with a D14. I have a Phanteks TC 14PE that is almost identical to the D14/D15 in performance and my 6700K will only break 70c if I run Prime 95 small FFTs and Intel Burn Test at the same time. That's overclocked to 4.6ghz at 1.35v.

So not dangerous, but way higher than you should be seeing with that cooler even overclocked.

I looked at it and it is mounted properly with no OC. I believe it might be the thermal paste or dust build up because it has been a year since I cleaned the dust and reapplied thermal paste. I will apply new thermal paste and clean it up and tell the results.

Properly applied thermal paste does not 'wear out'. Also unless you can reach in your case and pull clumps of dust off the cooler it's not making much of a difference.

What are you monitoring with? use Core Temp for Intel processors.

Do you have case fans? Front, side and bottom should be intake and top and rear should be exhaust.

That's a good start. Make sure the heatsync fans are mounted correctly too.

Also, check out your case fan arrangement as others have suggested.

There is definitely something wrong. No way a stock 6700K (or any CPU for that matter) should get to 80 degrees under a NH-D14.

I was using MSI afterburner. Although last night I used Core Temp after I cleaned it and played Battlefield 1 for 2 hours
here was the temps. It's and improvement but not by much
