Question 7920x overheat with KarkenX62

i built a new pc with i9-7920x+ karken X62 with the H510 Elite case so the radiator was set in the front with two 140mm fans. The normal cpu temp was at 40C. liquid was at 35C, AIO pump 2k-ish speed. When I played rainbow six siege the cpu temp rise to 98C. When I doing work with atuodesk maya or some 3d software it rise to 80C. I'm looking forward a better performance than this.

When I played rainbow six siege the cpu temp rise to 98C. The cpu frequency was set to 2.9khz by default. I didnt overclock it and I had already turn off the turbo boost so it should stay at 2.9khz but it is always higher than that.(upto 4.3khz randomly)
