7950 dual x fans not spinning

The fans don't spin until the card reaches like 95-100c and when they do they go at max speed and its either that or completly off, I tried downloading MSI afterburner to manually adjust but the fans don't spin until i bump it over 85%.I have looked everywhere and couldnt find a solution to this problem so if anyone could help me it would be really appreciated.

Also the gpu sometimes reaches 80+degrees only when idling I tried replacing thermal compound but it didint seem to help.

How close are the two cards in your case? Also you could leave the fans at 85% or even 100% if you wanted if you don't mind the noise but it will cause higher wear and tear on the gpu fans. The bearings would go first before anything.
